Professional info

A Caribbean woman with a global mentality and a passion for creating and discovering our heritage through architecture and the visual arts I believe that professional development in these technical fields is crucial in moving towards our overall goal of sustainable development.

 

My perspective is fundamentally cultural, therefore I am particularly interested in the dynamic aspect of social identity, as well as the defining factors which influence and emphasize the design methodologies of a society.

Government Architect - Government of Montserrat

The Government Architect is the principal technical advisor to the Government of Montserrat on matters relating to the development of the built environment.  I have thusly provided professional building design and supervision services for the construction, rehabilitation, refurbishment, and maintenance of Government building stock.  As head of the Architectural Division of the Infrastructure Services Department, I effectively manage seven (7) professional staff, inclusive of Architects, Structural Engineers, Quantity Surveyors, CAD Technicians, Electricians, and Interns.  Additionally, I have worked alongside international development funding agencies such as the UK’s Department for International Development (DfID), and the Caribbean Development Bank (CDB) to implement government initiated infrastructure projects.  

 

Responsibilities include:

 

  • Preparing designs for the reconstruction, development and maintenance of Government buildings, infrastructure projects and assets;

  • Ensuring working drawings and specifications for building works and/or related projects are prepared in a correct and timely manner;

  • Supervising and coordinating building works on site and prepare as necessary Architectural Instructions and Variations;

  • Maintaining records of all aspects of the design and construction activities;

  • Coordinating and managing all Government building contracts;

  • Liaising and coordinating with client ministries on design and technical aspect of projects;

  • Preparing Terms of Reference for the appointment of consultants, evaluation of fee bids and make appropriate recommendations;

  • Overseeing relevant services provided by professional consultants;

  • Checking fee calculations for architectural, engineering, quantity surveying and other consultants;

  • Advising the Public Works Department and other Ministries/Departments on design and costing for building and infrastructure projects;

  • Preparing Work Programmes for projects and maintenance activities;

  • Preparing all related tender documentation for projects, overseeing and participating as required in tendering processes;

  • Developing, managing and coordinating the Annual Maintenance Plan for Government Buildings and leased property, inclusive of related infrastructure;

  • Organizing and coordinating surveys of land and buildings when required for project and maintenance activities;

  • Preparing and submitting project reports as requested by the Government of Montserrat and funding agencies;

  • Facilitating and leading Departmental meetings and Project Team Meetings within the Infrastructure Services Division;

  • Developing and presenting Project Briefs to the Director of Public Works Department of all projects undertaken by the Infrastructure Services Division;

  • Expediting all Planning Applications when received;

  • Providing architectural services to support corporate and business plans of the Government;

  • Conducting mentoring and coaching sessions for Human Resource Capacity Building for staff under the supervision of the Government Architect.

  • Conducting and recording performance evaluation of senior members of staff under the supervision of the Government Architect.

Recognition Award for Outstanding Contribution to the MCSA Youth Awards - Montserrat Civil Service Association

Aug 2016

Received a recognition award for outstanding contribution to the Montserrat Civil Service Association 2016 Youth Awards.  As a part of a small core team of 5 young trade unionists, I assisted in organizing the inaugural Youth Awards for the MCSA Young Workers.  This awards ceremony was deemed a first-class success, setting an impressive precedent for future awards ceremonies.

Chevening Scholarship - Foreign & Commonwealth Office, UK Government

Sept 2013 - Sept 2014

Received one of only two prestigious UK Chevening Scholarships offered to the 14 British Overseas Territories around the world in the year 2013.  This highly competitive scholarship allowed me to pursue a Masters of Arts in Architecture, Cultural Identity and Globalisation at the University of Westminster in London, UK.

For World Telecoms Day 2012, I was identified and honoured by LIME Montserrat as 1 of 7 ladies on island who have contributed in tangible ways to the development of Information & Communication Technology in Montserrat. For the year 2012, the focus was on women and girls - using the power of ICTs to provide new digital opportunities to end discrimination and empower the female half of the world’s population to achieve our rightful place as equals in the world.
